FGR 2 = F4-M. (Primarily air/ground combat, developed from the F4-K).
Don't have WT open, but I would bet almost anything they have different engines. Minor differences included folding wings/nose and landing gear, iirc.

the only difference is the FG1 repairs costs 20k and the FGR2 costs 10.
The FG1 also has a nose gear that is legitimately 40 inches longer than normal, because carrier ops, IRL they all eventually became FGR2s or something very close to that when the RN dumped off its last big carrier in the 70s/80s. The FG1s (and literally every other RN Phantom II) were given to the RAF because, well, the RN had no carriers left big enough to throw the fat bus known as the Phantom II into the air because the steam catapults were proportionately weaker than the ones on US carriers.
I do not make these decisions... The stat cards are moot- Yes, they tend to be fairly accurate, but when we are talking about "brand new aircraft", for all i know it is still placeholder on live.
Historically, the FG,1 was used by FAA/RN to replace the Sea Vixen.
The FGR,2 was used by the RAF to replace the Cranberry and the Hunter.
In-game, the FGR,2 has trivially (We're talking like 10-30 kgf per motor) more thrust both in full power and full afterburner. Realistically, yes, they are very close.
Wouldn't shock me if they deviated at some point with future armament additions... but I really don't know a whole lot about the tea phantoms.
