You can't even use a Higher Tier Tank to Research a Low Tier since it takes a Cap penalty.
General rule of thumb is:
Non-premiums will effective research one below, their tier, and one above.
Premiums will effective research all below, their tier, and one above.
There is a research penalty for researching a vehicle out of the effective research range of the one you are using, the penalty increases based on gap in tiers.
You can research a tier 3 with a tier 1, it will just take longer than using a tier 2.
It's really not. If you do well in a tier 1 and keep a solid steady income, you'll research faster than using a vehicle that you aren't familiar with. Even if the one you aren't that good in is a tier higher.
I actually did finish researching my T-80B with a BT-5/7, not the entire tank, but to show you still get some rewards RP wise.
This is not true for premium vehicles btw., so you CAN research lower rank vehicles with a higher rank premium vehicle without a penalty.
