I believe it says that some payment methods may determine a different final price.

Yup go to war thunder main site then profile and balance and now i have options to buy coins.

Steam ripped me off with charges thats really bad.

That's not steam. They have to pay taxes in the country's they're online. Cause of the sale of steamcards in shops, steam hardware, valve games.
