Plug in your HOTAS and pedals.
Windows 10 will probably install some basic drivers.
But Thrustmaster has current drivers for them, no idea where you got the idea the web site won't be of any help.

But beware that HOTAS and pedals will only give you an advantage in sim battles, in arcade & realistic battles the people using mouse aim will have a big advantage in aiming (and actually hitting) things.
I never use arcade for flight sims. Being a pilot and old time flight simmer I have never liked it.
If you're going to fly do it realistically.

The site instructs you on loading Windows 7 software. I need something for Windows 10.
And why are the calling it Windows Vista. Isn't that even more outdated?
Well that was very frustrating.
Yes the game has standard setup for the TM HOTAS Cougar to recognize it but what a mess.
None of the axis worked correctly. Kept testing it out on planes. At first I couldn't get the RCS (Rudder Control System) to be recognized. The stick and throttle worked but when I finally did get it to recognize the rudders all of my other axis where out of alignment. My plane kept pulling to the left on the roll axis like a car that's out of alignment.
Tried to set something up for the tanks and that was even worse. I could go forward and backwards using the throttle but it kept spinning around in a circle as if one of the brakes was stuck. Tried to set up the rudders to control left and right but it has to be done by using braking motions and I'm not sure how to apply that to the rudders. No matter what I did I couldn't get the turret to move using the joystick. Instead moving the joystick only moved the camera around the tank. The only thing I could do was fire the gun using the joystick trigger.
As I said. Very frustrating.
I went on the Thrustmaster site for the HOTAS Cougar and there are a bunch of files they have listed. They are all called T.A.R.G.E.T. There was one that was dated as previously as 2008 but I'm not sure what these files do. Don't like to download things into my computer that I'm not sure.
Anyway I left a message for TM. Let's see if they get back to me.
Make sure the axes & buttons work in Windows, and you can assign them in WT.
And you don't want to steer tanks with HOTAS & pedals, just forget it, use keyboard & mouse instead.
T.A.R.G.E.T. is the Thrustmaster input devices profiler/programming software, just use the lastest version.
I think this may be the reason I'm getting roll to the left.
The procedure described is what I and countless others on other flight sims have done to get the Cougar to work with Windows 10.
Or you could just Google it.
I haven't downloaded any drivers yet because I'm not sure what drivers to download.
Haven't heard beck from Thrustmaster yet. All I have done so far is select the HOTAS Cougar from the selection list in WT.
What else should I be doing to help set these up? Right now I can't map most of the buttons.
Also how do I set up the virtual cockpit the lookout around freely without just having the basic snap to the left, right, up or down? Want to be able to pan around the cockpit like I've seen being done on videos.
Is there a lock view to target so when you're dog fighting you're always looking at your target?
Not sure what to do now. As I said before I don't want to just start throwing in files and drivers I'm not sure about or will even work.
Really wanted to do flight sim with them again.
It's been ages and I miss it.
For tanks no but for plane combat absolutely needed IMHO. Can't stand trying to fly around with keyboard and mouse. Doesn't even feel real.
