Which is better for Tanks USA or USSR?
Which is better faction for ground vech. USA or USSR which is each faction like?
I am mainly looking for cold war tanks.

I've played both nations to tier 6 about, so here's my thoughts. Just note I'm not too knowledged on stuff past tier 6.

USA is probably best described as a jack of all trades nation. They can do everything pretty well, but nothing perfect. American heavies are usually some of the best at their tier, examples being the T34 and Jumbo. The US is pretty good at top tier, with the good ol Abrams, but there aren't many backups you can use unless you have something like the XM-1.

The USSR is probably the most new player friendly nation, with pretty decent armor (good, but you won't be impenetrable) and OPH- sorry, APHE shells that are very destructive. However, anything past tier 4 in my opinion isn't worth your time. The T-54s and heavy tanks at tier 5 have bad pen for a BR where you often fight tanks like the Maus, M103, T-10M (arcade), or any other heavies really. They also get uptiered to 8.3 a lot which has T-62s and Chieftains. The tier 6s besides the T-62 aren't as competitive from what I hear, same with top tier stuff.

I'd recommend going with whoever sounds better to you. If you intend on playing until top tier, then I'd say USA, but if you wanna just play some WW2 / early Cold War tanks, USSR is great as well.

As a primarily US Vehicle tree main (both air and ground), Soviets are the easier tree to get in to initially.

However, I do not care for the Soviet Heavy armor at all nor for the lack of gun depression on the majority of Soviet vehicles. The Soviet Heavy armor are more or less just glorious heavy cannon movers that have very vulnerable weak points if the right shell hits them.

The lack of gun depression takes away tactical positioning opportunities as well. If you're trying to shoot down at a tank that is slightly below you on a hill, you're all kinds of screwed. You'll have to descend the hill to line your guns up, by that point you've probably just exposed yourself to another tank that will catch a poorly angled spot on your armor and send you back to the hangar.

This is something I really really don't like about Soviet vehicles. While some hills are far back enough for you not to worry about their poor gun depression, I've been in plenty of situations where if I had the gun depression of a Sherman, I would've gotten free kills versus getting killed myself because I had to expose my tank to take the shot.
