Can have one special task active until it's finished.
Get the correspondent number of tasks for every shop level. If you start at the beginning of a month and have tier 3 vehicles you'll get 2 tasks per day, the warbonds will carry over each month and are capped at ...3600 iirc, so if you get more you'll have to spend some to get new ones. Warbonds stay, shop level resets every month.
That is correct.
If you got tier 3 it's not that hard to get one of the premium vehicles they propose every month, if you focus that is and don't buy too much other stuff, the resellable vehicle takes a bit more effort.
Personally I go for the monthly decal and the 500 wb universal backups, they do come in handy to spade new vehicles.
How does the monthly decal help ones' cause in battles?
Well, collecting decals helps keep me motivated ;) Since I got every premium vehicle I can't grind them nor can I get the test drives. And I don't really care for the supply boxes with boosters because I don't have much to research (for RP booster) and I sit on 470ish million SL with not much to spend that on (for SL booster)...
I also get all the biweekly decals they propose through tasks...
I think you have to realise there is more to this game than just 'battles'. Decals, skins, etc can also be seen as a sign of accomplishment and often I go for the 'week ending decals' in the decal tab. I also like creating images using Ansel, so historical skins/decals add to the end result (this body of work will be added to my website at some point next year).
In regards to the Warbonds, for me it depends on work, as work can take me away from home for weeks, even months at a time. If I know I am going to be at home for the majority of the month, I'll likely go for another camo box for ground vehicles, or if the decal looks interesting (I'm hoping for a Capricorn one in December, since last month had Virgo.

Making it bad enough so people spend real cash, although these days quite a few people earn their eagles ingame, the bul of it would still be from cash.
Yea I saw no other obvious way to realistically mod out my Tier V tank...I am no super scored but usually place in top 5 of AB rounds....it would still take 4 ever
