It isn't supposed to be used to destroy tanks, that's why it's bad at that.
What tanks are those?
Those tanks (there are 3 IIRC) have high calibre HE rounds, so they can effectively damage enemy tanks by hitting the front turret (shrapnel goes in through the Hull roof) or the top of the turret

and the damage(fragmentation) radius is also reduced significantly.
but HE is so more powerful in real life.
a 1946 study on the panther showed that it could be destroyed (essentially hull broke) by firing at it from the side with a sherman that has a 75mm gun with HE.
