so what does that mean and how does it help?

There will be specific racks of ammo that will always be full, those are the ready racks. So long as you have ammo in them, you will retain your max reload speed. Empty them and your reload time will increase due to the loader having to draw ammo for harder to access areas. When possible, let the loader fill them.

By using x-ray in the hanger, you can look at the ammo racks and it will tell you which ones are ready racks and how many are held between all ready racks.

It lets you reload faster I think, since the rounds are being moved closer to the breech.

They notably often mean a constant, ongoing vulnerable area in your turret that is full of ammo.

In my beloved M46, I carry almost as much ammo I like, knowing that I will always have a vulnerable ready rack while the rest is deep down in my hull out of most harm's way.

The stated reload speed for a tank is the reload speed for the ammo that is stored in the first stage ammo rack, after that ammo is gone the reload speed will slow down slightly.
