This should be correct.
Essentially the higher the velocity, the less drop. How much something "falls" per second (vertical) is constant, whereas how far something travels (horizontal) varies, often times significantly even with the same gun.
Many of the newest top-BR tanks have the highest velocity shells in the game, usually some flavor of APDS or APFSDS.
And, for whatever my $0.02 is worth.... It doesn't matter if you have 5+km/s velocity if the post-pen effect is trash. All you are doing at that point is letting the enemy know where you are.
