Without a doubt Germany. They use decent explosive filler combined with very high penetration shells. A good example of this is the Tiger series. The first ones have 165mm of penetration, while the Tiger II with the upgraded 88mm gun has 235mm, and that's with the stock shell. Speaking of which, always use the stock APHE shell on German tanks, good luck!

Weird that nobody is mentioning Britain. Their tanks all have great penetration( if not the best), however also do less post-pen damge.
The tanks themselves often also leave a lot to be desired.
Go with germany.

what about the m18 gmc, ive heard they are really good tanks but i cant seem to penetrate anyone armor, is the velocity or size the problem

It's an American long 76mm, it's a similar gun to the German long 75mm on the PzIV, the major benefits of that tank lie in mobility, not penetration.

It can very easily flank, and penetration doesn't matter as much when you are only shooting into flanks.

yeah because they only have AP rounds. They should have the best or they end up like france tier 1 tanks
