Um...HOTAS 4?
So, I bought the HOTAS 4 and apparently it's nothing more than a $70 paperweight. I login through Steam. I go to "Controls" I use the setup wizard and select the Thrustmaster HOTAS 4 config. Then test flight. And...NOTHING. My throttle does NOTHING. A random button fires guns. No axis control WTF? Youtube videos / setup giudes are useless. Any thoughts before I throw this in the garbage?

Try to configure it manually. My Logitech Freedom 2.4GHz wireless joystick didn't configure properly with the Logitech Extreme 3D profile preset (the joysticks are almost the same). Manually configuring the axis and buttons proved to be much better to handle the sensivity and deadzones properly.

Simply pick any plane you have available and run a Test Flight. From there, you can setup your controls and test them on the fly. Remember to use at least Realistic Battles settings and set the control scheme to full-real controls to get access to all the systems configurations.
