Neither, actually. GuP was conceived when neither WoT, nor WT were all that popular in Japan.
It was made to cater to the long-standing 'moe+military' otaku crowd, and was infact a continuation of a trend showcased in older shows in the Moe Military genre, like Strike Witches, Sora no Woto or Uppotte!.
Infact it was because of GuP that more and more people in Japan began to play WoT, and Wargaming decided to have a local office in Japan for better collaboration. War Thunder, on the other hand took off because of it's collaboration with DMM.
The event itself will be based on the battles from the 2015 movie "Girls und Panzer der Film", and will of course be a mix of arcade, realistic and simulator battles, with new battles every day. For example, the first battle of the event will be the exhibition match from the very start of the movie, with the British and Russians versus the Ooarai Girls Academy and the Japanese; and of course only the tanks used in that battle will be allowed.
Since the Ooarai Girls Academy uses a collection of tanks from many different countries, don't be surprised to see tanks from the same nation fighting against each other. Look forward to it.
