The L7 can fire HEAT, they just didn't give all the L7-armed tanks HEAT rounds.
As previously noted, yes it bloody well can.
It wasn't issued to British crews because it was seen as surplus to requirements, but it can still fire the shells.
Well then this is probably going to be your last year with WT. The likelyhood of helis coming is very high.
And what's even the matter? They are better at killing tanks than planes, but they are also easier to kill than planes. Seems pretty balanced to me.
