Shrapnel shell or high eksplosive shell

what is the difference between Shrapnel shell and HE shell. also wich one is best. when i got the
t-28 i only had Shrapnel and HE

Shrapnel has more Penn and because the cannon isn't large enough to use it's HE properly.

In terms of WT, the SH-354T Shrapnel round can actually penetrate some armor (34mm at best) compared to the HE that will only penetrate 9mm. Really, the Shrapnel rounds are all you need if you only have that and HE.

The HE can accually pen up to 12mm and more, at least the last time ive tryed it, like 2 days ago or so. something is seriously wrong with the russian HE shells

There are not many scenario's in which you would want the HE shell, besides some of the SPAA vehicles. At the same time, the shrapnel shell would be more than adequate in taking care of SPAA, so I would not use anything but the shrapnel shell.
