Neither France nor Japan really had ability or reason to develop better tanks early in the war. France being one of the first nation-states involved in the war and probably still recovering from the events of WW1. Japan as far as I'm aware never had much opposition when it came to mechanized enemies since I don't believe China produced their own tanks and received/purchased very few up to the 40s.
Italian tanks though... Yeah they were just bad.
Really want to see the TD modification of the Ha-Go that took the turret off and threw the Chi Ha Kai's long 47 into the hull of it.
