Oh yea cus that invalidates any and all problems with a nation. Meanwhile people defended the S100's prior to the PG-02. I could cherry pick every nation but that doesn't offer a solution to OP.
@OP Yea it kinda sucks, once you get past the Kuma, it'll sorta get better with the Kako. You'll have to be really good with shooting but those 203mm will definitely hurt your opponent. Agano and Furataka are amazing [in their own ways] though so just strive through it. If its too much of a pain it might be better to go to 4.7 with DD's and try your luck their until you get another cruiser or even dropping down further.
Navy is plagued with a ton of issues so i'll just put it simply; if it's not fun to use it, skip it and do something else until you get the next cruiser/ship.
I will say that it does get a bit better for the IJN cruiser line. Its quite fun to watch a Brooklyn, or just about any other cruiser, turn broadside to you in a Furataka and you make quick work of them with an 203mm AP into their magazine. Even more so when they rage in the chat about how their turtleback armor was supposed to make them invincible
Also, the HMS Tiger still has nothing compared to the Brooklynn... A free ship. The 4x autoloading 6-inch has less than 1/3 the firepower of similar BR ships.
(The Tiger was free too, but ya know... something something p2w. I can buy an XF5F off the market too, it's a cruddy aircraft but I can, buying something doesn't mean it's p2w).
The Kuma has 16 torps, which is a very respectable amount alone, let alone for a cruiser. Also 7 140mm guns is nothing to shy at. Granted, just about any starter vessel against the top-of-the BR spread vessels is going to have an uphill battle, but it's not a fair comparison at all.
