Yes, the Karl Falster is certainly better armed and more survivable due to the higher crew count. However that also means that it is sitting at 4.3, which means you get to fight against cruisers at 5.0 and 5.3 pretty often. And those just wipe the floor with destroyers, while being mostly impervious to their shots.
The T31 meanwhile cannot see cruisers at 3.7. At most it will see superior destroyers, but the powergap between those and the T31 is much smaller than that between any destroyer and cruiser. With the regular tech tree Typ 1939 and the K-2 you have two excellent ships to complete the lineup with.
