Artillery Strike messed up

My arty strike system is messing up. It worked fine when I hit 5, selected area on map then drop. Now when I press 5 no map appears but my cursor forms an circle which i can move over a nearby area, but if I try to move the cursor above the land into the air so that I can go further out it just give me a Red X and unable to drop the arty.
It was working and then not working in same game session. What was different is that in middle of session I decided to buy some eagles and buy premium, it was then that my arty would no longer work properly. I use Rift HMD. Restarting game multiple times has not helped.

Try clicking Middle Mouse Button while on artillery strike aiming mode

Thats just the old arty system, you can switch it with middle mouse once you have pressed 5. The red X is probably the arty going out of range.

This worked. Thank you all. I still wonder why it would change right after what I did within same game session. Weird.
