Dev Server is basically content that the developers are almost ready to release, and just want to either get preliminary feedback, or avoid any obvious issues that they might have not found.
Yes, but you will get access to the tree when the update rolls out. The dev server goes up for about a day and anybody can join and test. They cannot use the full tree when it is released into the stable branch of the game without a french preorder, but you will be able to because you got one of the packs.
In short, the beta hasn't released yet.

You download a separate dev client that goes up for a short amount of time and you can access it. The order of release is:
Dev Client: What you saw Phlydaily on and everybody can access it, but not through the stable game launcher. This goes up for a day or two when the stable is close to releasing. You have to watch the forums to get the dates that this server is active and I've never bothered with it because I don't want to download another huge amount of data just to access new tanks for a day.
Beta: This is when the French tanks 1.75 hit stable branch. Everything after tier 1 will be locked for people who didn't by one of the packs.
Full release: Everybody is able to use the tree even without buying a pack.
If you want the dev sever, you'll have to do this, but you might have missed it when it was live.
