setting the upload speed to 0 is setting the upload speed to max actually (it's disabling any limits).
as long as the launcher is downloading it will also seed - there is nothing you can do about it (but limit the speed... to anything but 0 ^^).
however when the 'seed after download' option is unticked the launcher will stop seeding as soon as the download has finished.
this happened the first time i 'uninstalled' the game on Steam and other players reported the same... it only got removed from the library but pretty much all files / folders remained on the hdd.
second time i uninstalled WT the whole folder got removed - no clue what the difference was ^^
anyway... you can just delete the War Thunder folder. there will only be some configuration files and the gaijin.net agent left on the hdd (those dont take much disk space).
And it did so for about 30 minutes while i was searching for ways to stop it.
Didn't know about setting to 0 is setting it to max (which is of course so wrong).
If you're on Win 10 do Ctrl+Shift+Esc, go to Startup tab, right click on it and Disable.
IMO the best option is to just run WT through Steam and get updates that way. The agent is crap.
That was the reason i uninstalled the game again because i couldn't find a way to stop the seeding.
