From as, far as I can tell it's been removed.

It's been removed, yes. All the Steam packs but the Panzer Pack and Steam Pack have been swapped out for different ones.

If I remember correctly most of the packs were put on sale in a big bundle as a "last chance" kinda thing before being removed fairly recently.
