They can be useful if shot in the right place. Open top tank destroyers have a huge weak point (how open they are) and MGs can prove to be useful against lightly armored targets and/or aircraft.
Harassing
Spotting
Damaging lightly armored units
Blinding
Tricking players into thinking you shot your main gun (50 cal is good at this)
Murdering SPAA
Wounding low-flying planes
Distracting (I.E. "Shoot me, not him!")
1. They can damage parts of tanks. Some teir 1 tanks can even be killed by them
2. They can kill exposed crew members
3. Getting hit by machine gun fire can cause some players to panic
4. They can be effective at shooting down enemy planes
5. They can help clear objects that obstruct your view like fences, trees, etc.
6. They make cool "bang bang" sounds

3) To blind the target / makeshift smoke screen
4) To mark the enemy on the map
5) There are tanks with weak enough armor to be penetrated by the heavy MGs on some US and Soviet tanks (12.7mm +).
