Why do people use machine guns in tanks even when they cant penetrate their target?

They can be useful if shot in the right place. Open top tank destroyers have a huge weak point (how open they are) and MGs can prove to be useful against lightly armored targets and/or aircraft.

So, when people try to light up my medium in BR 3.7 and there is no hope of penetration. Are they just hoping for a lucky shot?

No they are hopping for spotting you to their ennemies as well as doing some score & finally doing some respawn points

Also, it can confuse and even blind a guy youre figthing with if you machinegun him near his gun

While MGs are unable to stand up to many adversaries you may face, they are good for but not limited to

Harassing
Spotting
Damaging lightly armored units
Blinding
Tricking players into thinking you shot your main gun (50 cal is good at this)
Murdering SPAA
Wounding low-flying planes
Distracting (I.E. "Shoot me, not him!")

The only MGs I know of that can really penetrate armour are the 50.cals, which can go up to something like 28mm, which means that side and top armour (especially top armour) could be penned and skewer a bunch of stuff. The BRs that happens most at tho are around reserve tier where armour is paper thin and a little higher on some tanks like the japanese or those with less than 20mm. If they can't pen your armour then they're probably spotting you or just trying to blind you from impact smoke.

You get RP and SE for any damage caused. Plenty of times I have crippled a tank and jsut sit there shooting its track/s to farm a little bit more income etc. Also helps you spot weakspots on tanks you cant see to well eg, I've come across a a Tiger II, but I cannot see it very well I know their is a tank of some sort, a burst of mg fire will show the damage indicator and show what tank it is and also highlight his location for teammates.

Also, more experienced players wait until you shoot until they come out. What you can do is fire 1 shot near them with an MG and they will think that was your cannon shot, then pop it right in their aimer and you're good from there.

Couple reasons

1. They can damage parts of tanks. Some teir 1 tanks can even be killed by them

2. They can kill exposed crew members

3. Getting hit by machine gun fire can cause some players to panic

4. They can be effective at shooting down enemy planes

5. They can help clear objects that obstruct your view like fences, trees, etc.

6. They make cool "bang bang" sounds

5) There are tanks with weak enough armor to be penetrated by the heavy MGs on some US and Soviet tanks (12.7mm +).

Shooting the dirt can also kick it up and blind some tanks
