Nothing special or overclocked. It shouldn't be running that badly, I would think so.
Click the wrench icon in the War Thunder launcher and uncheck everything even auto updates then close the window.
Now close the launcher and click the arrow pointing up in the bottom right in the windows task bar and see if Gaiijinnet agent is there.
If it's not then go ahead and launch the game.
If it is there then right click and close Gaiijinnet agent then open the WT launcher and check to see if it Gaiijinnet agent opened again in your hidden icons.
Hopefully it didn't which means you have successfully disabled it.
Your game will still get updates even with auto updates unchecked so don't worry about that.
Gaiijinnet agent is using your bandwidth to upload updates to other players and it causes lag stuttering and other issues.

Is this only when the launcher is on? Or is this whenever your net is up despite no launcher active?
It's stays hidden in the taskbar even when the launcher is closed if auto updates is checked in the launcher.
I have no idea if it still uses bandwidth when the launcher is closed but yes it stays running even with the launcher closed.
I personally don't like it running 24/7 on my system even when the game is closed.
Did you disable Gaiijinnet Agent?
Also what are your specs?
the gaijin agent is NOT uploading any game data... it sends and receives only a few kilobytes of data every now and then (well... not even kilobytes but bytes rather ^^) - on default settings every 2 hours but this can be changed in the settings.
it is not opening any torrent connections, it is not causing any issues in browsers, the game or any kind of network related applications and it is for sure not the cause for lags or stuttering in the game - period -
the launcher however may cause such issues especially when the 'seed after download' option is enabled in the launcher settings (and the launcher is actually running ;)
often stuttering in-game (especially those short freezes when opening the research tree etc) are caused by the HPET (high precision event timer) being active on the system (this especially applies to Win8 and Win10... Win7 doesnt seem to be affected or at least not that severe)
so google how to 'disable HPET' on your system and give it a try ;)
1. Gaijin might of done some micro-update that might of thrown my specs off what they recommend, or atleast screwed me over on what my computer was completely capable of playing on.
2. My computer is now finally poofing out and is in need a upgrades galore.
3. There might be actually wrong with my computer. Virus or a bunch of files wise.
It's now able to play normal, but I sincerely do hate those microstutters. If there is any more recommendations for fixing this, or even taking it up with the mods in the forums (since I am that lazy and forgetful of my own Gaijin account), it would be much appreciated.
P.S. I dunno if any of you are experiencing this as well, it could only be me, but it could be happening to many people like me and are trying to find answers for this as well. Comment and help eachother out.
however, i dont think that a 'low spec' computer is the cause ^^ i'm playing on a core i3 3.4ghz, GTX660 2gb, 8GB ram and a standard 7200rpm hdd (which i would call a 'mediocre' gaming setup at best) and i get solid 60fps (vsync enabled) on (adjusted) high settings without any fps lags, freezes or any kind of stuttering (oh well fps drops a little bit when i open the research tree but it's not causing any noticable stuttering - i only see it on the fps counter when i focus on it ^^)
It does upload updates and use bandwidth that's why there are p2p settings such as seed after download,use DHT,use peer exchange use tracker exchange and even settings for upload and download limits ROFL.

So you are saying they're using telemtry too?
