From the Gaijin store when it's on sale. Trying to get it from any third party that is not associated with Gaijin will either end in your account being frozen, stolen, or your money being taken and you getting nothing from it.

also depending on your pricerange during the sale take a close look at the premium vehicle packs as they contain eagles and premium time and can actually be cheaper than the equivilent golden eagle pack for the ammount you get

Usually on war thunder's aniversary there are pretty big discounts, including eagles and premium. I would wait till then if you are planning to buy a lot (its around september or october i think). In my case last anniversary I actually bought a whole year of premium.

You could try the apps. I use them and they are a great, easy way to get free GEs and Gajin still makes some money off it.
