Steam has a refund policy, it's been awhile since I looked at it but I think it's either under 2 hours played or 14/7 days since purchased.

no I bought this around 7 years ago and nothing major has been really updated and the fact they are selling it still based on unfulfilled promises is unacceptable
Game is still under development by a small group of dev volunteers.
You should do as Monad said, ask Steam Support.

The game is totally different than it was seven years ago. All of singleplayer/co-op was introduced, PvP was expanded, new weapons were introduced and weapon systems expanded, and plenty more. That said, development stalled significantly after 2015 when game sales could no longer fund development, and it's now been over a year since the last client release. While the project hasn't been canceled, it's evident the volunteer team isn't working on the game much right now.

I wouldn't expect a refund awarded if you've had the game for so long (imagine if every player could refund old games in their libraries), but it's up to Valve's judgement.

I'm curious why this game is still listed on the Steam store for purchase. Where the heck is the money going? ZeroPoint Software doesn't even have a website up anymore.

The money goes to the game director. It keeps the severs running and can compensate some other development costs.
