Its one of this game's biggest drawbacks. A lot of my friends who played previous Warhammer games are not interested in this one because they just laugh that rats are the only enemy. I feel like when Fatshark designed Vermintide, they didn't really understand that having just one enemy race in a fantasy game is going to disappoint people.
Maybe because people act like total ret*rds of a game having one race.
It's first person horde slayer game without little bit of RPG elements. Yet you don't see me to change the game into a ♥♥♥♥♥♥♥♥ full RPG with dumb ideas.
You clearly assume things you don't know about.
Seriously now - Warhammer, as a world was build over 30 years of development for tabletop and RPG games. There is a lot of background information about Skavens and eveything else. Please check websites like lexicanum to learn more about setting.
Lore-wise Skavens usually don't ally with other factions in Warhammer and it's perfectly correct that we have only skavens in game.
I could start bickering in different direction - Assasin's rat weapon, made from warpstone should insta-kill anybody, Loot-rat should be removed, two skavens are required to operate ratling gun. Packmaster should do different thing - lore-wise packmasters guide rat ogres and great rats to combat and act as their trainers.

Seriously, what can you expect in a central, well fortified city of the empire.
The Chaos Warriors are extremely far away in the north east.
Most Orcs and Beastmen are busy in the South East and have to get through the Border Princes first. Bretonnia and Estalia are to the West.
They even have a Karak nearby, which passively grants them further protection.
Even the Vampire Counts, who are probably the closest enemy, have to prance through the entirety of the Empire to get to Ubersreik.
Not to mention the warhammer universe is crappy anyway so who cares.
