Is this the same universe at Warhammer 40K?
I'm somewhat confused by the title of the game, but essentially: does this game take place in the same universe as Warhammer 40K or is it a completely unrelated game?

This is Warhammer fantasy, which is entirely separate from 40k.

Entirely seperate in terms of universe and lore but it was created by the same company (games workshop) and was also originally a tabletop miniatures game. I believe the fantasy Warhammer was infact the original of the two.

It is.
Basically WH40K was Warhammer fantasy.... BUT IN SPACE.
But don't worry, games workshop killed the title and created Age of Smegmar.

once upon a time there was a therory that the warhammer fansty planet was in the 40k universe but was surrounded by warp storms or something. but that has long since been dropped

It was more than just a theory when chaos champions had access to plasma pistols and chainswords. Yup, in Warhammer Fantasy. And later on, some lizardmen stone tablets made a direct connection between the two universes, but this has since been retconned to oblivion.

Still considered canon in the Liber Chaotica, a chaos cultist in Warhammer fantasy dreams of the future and sees chaos forces in 40k.

There's also that knight in silver armour that appears during the End Times, rumoured to be Kaldor "Mary Sue" Draigo himself... but that's more of a nod, if anything.

Hmm not really? I know he became the host for the Wind of Heaven, but as to what happened to him after that, I have no idea. But if by "space marine" you mean a Stormcast Eternal, he may have become one, but they're more daemons than Space Marines, really (or Einherjars).

When they first made 40k, they decided to be cute and say how Warhamer Fantasy exists in 40k on another planet, but that was a long, long time ago. Nowadays, the games have no in-universe connection. Even the Orcs and Orks are actually different things. After they made 40k, when they made a new edition of Warhammer Fantasy, they added some 40k weapons as magic artifacts for chaos, saying how they were gifts from demons and what not, but again, they don't exist anymore.
They do share some similarities, like the Old Ones are in both, and both universes have the same Chaos.
In the End Times book, when a character goes into Nurgles realm, he sees someone that is heavily hinted to be a 40k character (A Knight in silver armour who speaks a strange language), so it is likely that Chaos is the same along all dimensions. In another End Times book, the Skaven accidentally activate some Lizardman interstellar communication device and hear "elf like being" and get scared. Other than those little references, there is no connection.
