Did Raiden make the wrong choice killing Armstrong?
If so, what else could he have done?

I feel like Armstrong is right about Raiden in that Raiden's response to literally everything is just unrelenting violence. Raiden tells himself he has no choice, but is that really the case? Eventually Raiden's actions will catch up to him I think, since his philosophy of violence becomes self-fulfilling and cyclical.

Did Armstrong make the wrong choice fighting Raiden?
I'd say the answer is demonstrably, yes.

Obv Armstrong was a bad guy who had to be stopped, but the real issue is simply whether killing him changes anything at all.

It does. It makes Raiden and you (the player) feel good about one case of justifiable violence.

Well, not really. Remember what he said? - "But at least, I'll leave a worthy successor... You, Jack". So Armstrong's plan was like "Don't matter how I'll end this fight, dead or alive, I'll win anyway". Simple as that.

Not really, Armstrong's plan was to make things all survival of the fittest. Raiden killing him means he can't give things a try with some slightly different methods. Him being Armstrong's successor is just that Raiden uses the same methods, not that he has the same goal.

I think it's more that killing Armstrong insures that Raiden is going to continue to be what he is and create more violence.

violence is underrated. Its nature's sure-fire way of making sure the tactful and strong continue existing unhindered and the rude, belligerent, and weak get their jaws wired shut.
