There is no "cross-dressing" aspect. The "high heels" allow him to easily grip his sword with his feet when executing combos. You may wonder how he would "clamp" the sword without.
Also, I don't get why you would associate long hair for a man with "cross-dressing". Are Rasta men cross-dressers ? Also, if you take it in the context, having hair ( long or not ) allows Raiden to "pass" as an human ( look less cyborg in fact ) when wanted or necessary.
