Hey, I have the same issue, my PC is: Processor: Intel(R) Core(TM) i3-2130 CPU @ 3.40GHz 3.40GHz
Installed RAM: 4GB
System type: 64bit operating System, x64 based processor

As for graphics card: it is Intel(R) HD Graphics

Would be much appreciated if anyone can help me with the issue :D

that's completely sad, even with good computer, we still have slow motion =/

It worked for me when I disabled vsync & lowered resolution. Game still kinda slow when playing multi because of lag but the game is playable on story mode & free battle. Though your eye would notice slow down since the lowest fps that the human can't seem to think is slow is +35 fps

if your opponent runs at 15fps you wil run at 15 if hes at 1fps your at 1fps. it syncs the frames to your opponents.
Disable antialias and ysync and game will run normal, i had the same problem

Yeah, I get 24 FPS when playing at my monitor's native resolution despite this game not stressing the components very much. i7-3770k, HD 7850 2GB, 16GB RAM

I am having same slow down problem too :3 My PC is i7 3770, 8GB ram, GTX 550 Ti and the game is running at 1920x1080 with anti aliasing disabled yet screaming to run almost running at 15FPS (not in online mode

I think people need to understand the distinction between SLOW MOTION, LAG / LATENCY and LOW FPS.

Slow motion is the problem with this game—smooth slow motion; like the kind you'd expect to see when a finishing attack lands, except that it's happening all the time.
Lag / latency is online related and is primarily due to net code, distance from other players and even Internet speed.
Low frames per second is hardware related — i.e., a PC might not have the grunt to run a game smoothly at a given fidelity.

Fix for NVIDIA GPUs:

- Open NVIDIA Control Panel
- Manage 3D Settings
- Program Settings tab
- Add NS3FB.exe
- Set Maximum pre-rendered frames to its highest value (Mine was 4)
- Press Apply
