I think this happens because there is another squad that inhabits the other snail house and their priority is higher.
If you did duplicate the squad, then it is just possible some other resident squad has a higher priority. I always suggest people using copies of vanilla houses when they want to determine which squad inhabits which house, because the game mechanic is designed to shuffle the residents every game. Have only one squad option per house and the game cannot shuffle.

There are a ton of squads in the town, but I have a list of disliked buildings for each so that they mostly spawn in specific places since there are only one or two building types that each squad prefers.

The second snailhouse is up on top of the platform where the cursor is. All the other squads have lagoon snailhouse in their disliked list and there are only the two snails, so in theory only the bar squads should be able to spawn in them, right?
