Report a translation problem
It might just be a bug with the mod, though.
I looked into the Recruitable Prisoners Progress Sheet [docs.google.com] and it does say that Shek Warriors should be recruitable, but inconveniently the spreadsheet provides no Hints in regards to actually hiring them or any of the Shek included. All the Shek NPCs included in the list are in the same 'Shek Warrior' package so if we knew how to hire one it would most likely work for all the rest.
Looking through the Bug Reports discussion on the mod's page, some people are suggesting that any mods that change or affect the NPC in question may break their recruitability. I would try moving the recruitable prisoners mod in the load order to try and override those other mods if any, or running a new game with just the recruitable prisoners mod active and see if it works then.
Other than that it is probably just a bug with the mod and should be reported in the Bug Reports discussion page, as other people there seem to be having similar issues and I saw at least one report specifically about Shek Warriors.
I can't 100% confirm if it works, but those are what the conditions should be. I'm guessing either you don't outnumber him, or the stronger than him condition isn't working as you expect it.
