Report a translation problem
Doing so can cause odd bugs because the game cannot properly forget the data of the old save. Importing resolves most such issues.
This was first empty settlement encountered on Day 30 of a Bartender start (Northern UC). Playing with Kenshi Genesis and 7 other mods; with all of which I've logged 1,800+ hours and never seen this bug. This bug is possibly due to a mod; but Google shows nothing about it that I can find.
STEAM autoinstalled v1.055; but Kenshi wiki shows v1.0.57 as latest (undated) no-experimental update, but STEAM doesn't list it as optional Beta.

Edit: Just returned to Kenshi from a year away. Dunno what game version was up a year ago.
Definitely sounds like a mod. There is no way to get "no faction" to be part of a town like Catun in vanilla, even through a bug, as it's just a faction that is manually placed to take the spot.
What I would do, since you have so few mods, just disable some and test importing. With a few tests it should not take long to locate the one causing it, assuming it is a mod.
