The one that provides the mod freedom is this one. The cap is as high as it can possibly go (you can of course stop whenever you decide), and it increases individual squad size caps too.

Totally agree. Having a massive army sounds great, and there's a certain satisfaction in overwhelming paladins with sheer numbers, but for me it gets out of hand quickly. In my current run, I'm forcing myself to stay around a couple dozen recruits, and the game experience is better for it.
All that said, I guess the 256 mod is popular for a reason, though.
That said, if you're someone who wants to go over the 30 limit, there's not really a reason to use any other mod for it. If you want to stay small, nothing stops you. It's not like the mod is going to force you to recruit hundreds of people. It just gives you the maximum amount of freedom, so that you can play how you want.
A base with most of the characters being Skeletons and permanently manning Turrets "might" work with a total pop that's over 50, but... that might still take excessive micromanagement.
Some mods that add additional behaviors might help to make large numbers of characters a bit more enjoyable, but those sorts of mods would be focused on things like "Patrols" or "Guard" sorts of options so the player... basically doesn't have to interact with such things very much. "Not interacting" with game elements isn't always a desirable thing.
