And even if you have a mod increasing the faction size cap to its maximum of 256, there are infinite recruits in the world, just not all of them are found in bars. There are wanderers in the wilderness with methods of recruiting, and freeing/buying slaves is a way to recruit as well.
So even with limited bar recruits, there will always be more characters to find. And you can always import a save, which will respawn all bar recruits.
Mostly in the United Cities. There are slave shops with slaves for sale. Though keep in mind, they are not guaranteed recruits like bar recruits, many will simply run off instead of joining you. But they also come at higher skill levels than normal bar recruits.
So slave shops in UC is clearly a good option I'd say!
