as for differences in either one. i'm not sure.
i would hap hazard to guess that RTWSM is of the higher setting and both have something to do with future optimization by utilizing either function or system.
other than that wait for someone who knows more about it then i do just by simply googling it.
for giigles I did the speedtest whit a random server in japan
298MS 5.42Mbit/s down and 7.74Mbit/s up.
CSM - Cascaded Shadow Mapping;
RTWSM - Rectilinear Texture Warping Shadow Mapping (probably, not 100% sure);

You know, it didn't feel like optimization improved much over time, but it really did. I keep a number of old back up versions, ranging from 0.22 to 0.98.62. There is a significant performance improvement from the start of the new world, to now. It's actually really interesting to see how much improvement there was that went unnoticed, because it was only a little bit here and there.
