In theory hivers "should" be able to wear the bindings, but... why would they? They lack the segments of bone that the bandages bind together, so they logically wouldn't see any improvement from their use.

The real reason they can't wear them is graphical bugs. The skin of a hiver is rendered differently than a human, and MA Bindings render themselves by inserting themselves into the skin texture, rather than a model sitting on top of it like armour. So they won't look right on a hiver, andthey'd need their own unique item, which is why they got their own special shirts too.

They don't actually. They say they do, but that value does nothing. Only things that boosts unarmed damage with robot limbs is strength bonuses.

Hopefully the Dev is future proofing Kenshi 2 so it doesn't have the same kind of issues.
