There are tutorials for the FCS and its in-game version as far as making mods goes.
PS - It's not really a "console." You can't, for instance, actually "spawn in" items and such, though you can edit what's there if you know what you're doing. To learn how, take a look at some of the Guides on the FCS.

I think as a player-owned building, it would work and be counted for saved-game purposes.
While I don't think Research limitations would prohibit that in some "backwards check" kind of way, it's always "safer" to do things the natural, planned, way. But, it is an editor and there for reasons of editing and creating, so use it how you will.
Note: The stand-alone exe "FCS" however is a more feature rich tool for you to use to create mods. You could, in fact, give yourself the ability to practically add such things at will by creating a mod that enabled you to do that. ie: Reduce costs of all advanced buildings, give ability to craft everything, etc.. That would be a Mod and any compatibility/bugs encountered because of that would be easily isolated.
Just place the building in a place that's already counted as your outpost and it will work. So build a small house or a mine or something like that and then the large structure will be yours.
That's interesting. So, you don't have to give it that kind of "tag?" (Haven't used the in-game editor for anything much, so don't know much there.)
If so... If your area can "take over" an "unowned" building like that, then it could be very easy to "take over a town" if you can add-in a mod that removes ownership and sets everything to a state just like that added building. Maybe? (Would have to first be able to ensure a player could build or claim a "Starter Building" for that kind of "cascade effect" though, I assume.
I'm sure there's a spot to change building ownership tags, but I haven't found it. There are already mods that allow you to conquer cities and take them over. I've never seen an unowned building except for the one I added in the game editor that was in the middle of the desert. That's why I'm suggesting that Gondor build a small building at least so it automatically is added to his faction.
If you place a building near another faction city it automatically becomes theirs as well.
