If you want to buy, repair then add new buildings and walls it becomes more complicated.
It even had a workbench, places to sit, a nice spot for a bed, chests - But no. I don't think you can do anything with ruins except grab any valuables that are there.
It was incredibly disappointing having to leave it behind, and I really hope we can do more with ruins in the future.
With the game getting more final content, the devs may not want to do this if it interferes with some of it. We still don't know what kind of scripted events they may have? There is also the possibility of a job system. If the devs script out a job where you need to go to a pacific ruin or script a battle over a building and you have a settlement there, it could cause issues. Although that's all speculation.
If you buy a ruined building it becomes a blueprint. If you become the owner of ruined site through modding the game turns the ruins into fixed but with 0 hp buildings.

Hopefully it becomes more doable with mods after Assaults & War Campaigns features have been added.
I think about it from a realistic viewpoint, if I found an old stone building somewhere and liked it, I could build around it, fix it up if I wanted to or destroy it. What magical force prevents either of these options. Open world sandbox shouldn't limit us like that. As a few others have said, once we know if they are actually going to serve some purpose after release, like having some epic battle staged there, although why they'd want to stage a battle at a ruin is kind of questionable....It is what it is , but I still wish we had the option to build on, around or demolish them.
