No, you can't not. Tried it with a character with a Thievery skill above 20, counts as Illegal goods still and was thrown in prison
The question was specificly about illigal goods... smuggiling ect. Since Hashish isn't illigal with The Swammpers or The Hivers this wouldn't apply to the situation

On topic: When/if NPC trading works again the player might get away with selling drugs out of their own shop counter in a house they've purchased.Dosn't help now but it's something to think about for later.
While I do agree that selling drugs to the Shinobi Thieves only is a little lackluster, but normal shopkeepers are not the right answer.
So no I don't think all shopkeeper should do it but every now and then I think there should be 1 who will. Makes the risk of figuring out which ones more exciting. Also maybe dialogue that gives you hints. Like people in the bar talking about doing hashish little clues like that.
