Report a translation problem
There are a few unique npcs that are free, one of which is way up north in the Scorchlander fishing village by World's End, and in one of the more northern ruins in the Deadlands I believe they're called, the big gray ruin swamp north of the Fog

Otherwise find ore nodes near towns, mine and sell the ore, takes some time but atleast you'll have a relatively safe income
That was also fixed according to patch notes. So it shouldn't work anymore anyway.
It still works, I'm running experimental. I can upload my save if needed. The last four people I recruited were a dust bandit and three hungry bandits. Took them to a plastic surgeon and renamed them.
I thought they removed the ability to recruit super strong characters you turn in. I'm also not experiencing a jail bug
It was supposed to remove super strong characters and ones who hate you. So I guess bandits don't hate you. ;)
Some of them did decide to run as soon as I posted there bail with the same, "Why would we be grateful, you put us in here message," that slaves use if you sell them and immediately purchase them back. I would have to playtest this, but I think that the ones who were conscious when I put them in the cell were the ones who decided to run away. The unconscious ones I had to scoop up off of the jail room floor and put into beds that I built in a small shack nearby until they had recovered.
Biggest freebies I got was when I decided to go and teach the slavers a lesson. Killed whole town and freed the slaves I found, when I eventually left the town 6 slaves joined me. Didn't want them but decided to send them back to my main town for a life of labour making me lots of goodies ;)
Ray is not free btw. You must buy his freedom.
But your point still stands, there are plenty of free recruits in the world. In fact, there are infinite if you know where to look. ;)
