2- "He could host his lan server fine without any port fowarding" LAN, not public, it means u have to be connected in the same network to play together
3- https://portforward.com/ download their software to check if the port is open
4- try launching the server first, then the game
If u still cant host a kf2 server, then adopt a cat and ask him to do it for you... cats are cute...
2- the server is never public
3- everyone who wants to join has to download hamachi
Lets say u have a grilfriend who is not into videogames, and u invite her to play some team fortress 2, its a free game, easy to download cuz its on steam, then u tell her to download a weird program called hamaci and that she has to set it up, theres a very high chance she wont even let u start explaining what to do, some people dont like to be installing a crap load of programs and setting them up, not even with some1 helping them, plus without using hamachi u can start ur server and wait for random people to join and make more friends!
EDIT:
nvm i fund this on YT: https://www.youtube.com/watch?v=8sGL58AhQCQ and i have to be honest with u, its not obvious what u have to do to port forward on this router
