Download UQE II from here: https://www.jacqueskrige.site/resources/downloads/games (if the link is removed then search for Jacques Krige and Ultimate Quake Engine)
Unzip the files into your base Q2 folder, I let them overwrite the old stuff. Not sure that's the best move but eh, it works. Make Steam launch UQE2 as default by switching names on "UQE-Quake2.exe" and "quake2.exe". Run the game as normal through Steam which now will use the new exe, set it to 1920x1080 and fullscreen and you're done.
Note: For some reason the brightness was set to max in my UQE2, if it's the same for you then just go into the settings and turn it back down.
