deleted the dlc from my library to test and it does give you the mission packs simply for owning the base game, as the news page suggested

Question answered. We get both dlcs for having the full version of Quake. We also got the Doom 3 and Resurrection of Evil if we own the Doom BFG Edition. I can recommend the Phobos Mod from Mod DB to play for free, it needs D3 and RoE and is not playable with Doom BFG
