The file wasn't there so I added it with driver set to software and it ran in a small window where I could increase screen to 1600 x 1200 res. I am running windows 10 on both.
As I mentioned if you have a PC with graphics card it's easy fix as per Willy Wynn suggestion. However, if you only have an integrated card and no other hardware I could only fix the problem by adding that one line into the config files.
Thanks for the tip that fixed it for me (I have intel only). But going underwater crashes the game.
