In case of platinum being a possibility, take Ivara. Shes otherwise a pita to farm (which would require, oh snap, spy missions! ;) ) and often suggested for this.
Ash comes second in farming difficulty and would need some decent gear and again progress far beyond Phobos to do so in any reasonable amount of time.
Octavia can do too, requires access to Lua for getting her but is also rather difficult.
And Loki will require you to already be all the way through to Neptune, so possibly out of reach at all (as is Ivara).
Stealth Primes (Loki, Ash) are all vaulted and among the most expensive.
So....for now you may probably want to give Pakaku's suggestion and link a try ;)

One last question, if i am in vault and there is single enemy, then will killing him with rifle/pistol will raise alarm or do I need to kill him stealthily? Because many times there are 1-2 enemies in vault which are hard to kill stealthily with melee weapons and i am too afraid to try with my Hek and fail again..
Out of sight of any others and cameras. If their corpse is spotted-> *wewowewowewowe got an intruder*
However to complicate things they are also usually made especially tough, so stealth kill is the way to go. For you it is most probably the ONLY way to.
If they are just hit and got a split second to hit that button on their forearm or so this will trigger the alarm.
Without invisibility it might thereby indeed be tough to sneak up on them from behind for a stealth finisher. And even a good modded high end hek might have troubles taking them out at once, though im not totally sure about the exact levelrange you are in.
Taking them out is usually ignored, done by stealth finisher (not the fastest way, but i like it, kinda fun and "spy mission stealthy-ish"), or well modded snipers with a headshot. In about that order.
Unless you bring Nova, then you just blow up the whole vault anyways just in case
And is available as prime in prime access, just sayin *cough cough*
1) Time. This is one of those you need to go slow, listen to sounds of enemies, such as where are they coming from. I get that you want to get from point "A" to point "B" as fast as you can, but you really need to observe and be hypersensitive aware of your surroundings.
2) Which leads into this part. There are more then one (no alarm) way to get to the terminals. Like when you are going down the elevator pay attention to the wall. You will notice two vents. Wall hoping up will get you in and by-pass some of the path to the terminal.
3) A weapon with silent, or even a hush mod. If you want to get close up and personal I would suggest a good melee weapon. I suggest the Orthos which is MR2, or the CassoWar which is MR5, though my own bias is Cassowar is it helped me make my way around the entire star chart.
4) take time away from the game if it is getting to you. Trust me, for ever player that says they got all three terminals with zero alarms and cleared the tileset in under five/ten minutes (something I question anyway), there are just as many players that got frustrated derping it.
Side note; and though this is going to sound really cryptic, there are a few more spots where you are going to feel this frustrated, like the chains of harrow mission requirements. No shame in asking for help from those that do have stealth frames.
This means that once you get good at making it through them, you're going to use that experience moving forward.
With the exception of Jupiter which was just revamped, these tilesets are the same ones corpus will use through the entire star chart.
Get Shade and there goes invisibility. Get ciphers, easy. Shoot cameras. Done.
