The store page suggests a Ryzen 5 1400 as the minimum. You have a Ryzen 6 2600, which is approximately 40% faster by most benchmarks.
The store page suggests a GeForce GTX 1050Ti as the minimum, your 1660Ti is almost twice as fast by the benchmarks available.
I've run this on a 1060 acceptably, and that's a slower card than your 1660Ti.

Your experience may not be 4K with all the graphics settings at max, but you're at least twice the spec of the minimum by benchmarks. Buy it, try it, and refund it if the experience is bad and the minimum specs are too low.
OPs hardware exceeds minimum. This would mean it should run provided he is aware the settings must be at or near minimum.
He shouldn't be trying for anymore than 1080 at minimum but you are correct in that if it doesn't run well he can refund it.
