Locking to 58 FPS!!!!!
It seemingly fixes the weird stutter and also the long 20-25 second load times. Every level loads in around 2 to 3 seconds now!

What software did you use to lock FPS?
I used AMD control panel and it does nothing.

I use nvidia control panel. Just make sure the game is closed make your changes and apply. The game should take effect of your changes.

This works in reducing the load time from 25 seconds to 4 seconds, however there is weird minor lag when you walk. Tested with ranger, walk in a straight line and look at objects on your side, and you may see them "jump" ahead as you walk instead of being smooth like when the fps isn't limited to 58.

Instead lock your fps to 60 in Nvidia control panel (nothing else needed). That too reduces load times to about 4 seconds, and with no weird movement stutter! Still I'll give you an award for telling me about it and leading to the path of victory!

I also locked to 60 and all is well.

58fps lock may help some people who experience crashes.
It potentially help me but I did few things at once so can't be sure if it was this change that helped me.

No, Chill is completely different than a hard lock on frames, the description tells you what it actually does.

You could set your monitors refresh rate to 60 in windows and in AMD software force vsync to on.

No, Chill is completely different than a hard lock on frames, the description tells you what it actually does.

What's interesting is having vsync and triple buffering on (in Nvidia) did nothing. Only manually setting it to 60 fps worked.

From what I see AMD has two:

„Frame rate target limiter” what works like a normal limiter

„Chill” that has two limiters in one - kind of normal one + lower limiter when you don’t use camera movements (cutscenes for example). So you can set 144fps for gaming and 24fps for cinematics. Or set both the same. I actually like this feature.

For me forcing the game to use 120hz(or multiple of 60hz, check in nvidia control panel 3D settings) in fullscreen(not borderless) without VRR seems to have reduced or fixed the stuttering.
If you use a VRR monitor, do you get flickering? If the 60fps limiter can't achieve perfect 60fps you should see flickering particularly in dark scenes.
I don't know the specifics of how this 60fps limiter works, but it does not seem to be working correctly...

I personally see no difference with or without 60fps lock. Feels the same. At least on AMD.

even with fps locked to 58 i had some crashes, but a lot less than before, i was able to finish the game, before it crashed always at the beginning of mission 104, although i kinda have the suspicion it could be the high altitude launcher i was using, because i was always using that when my game crashed and something that might not be related, today i was watching a video on the second screen (not streaming) and after a while i had a dia show...

No it is not.

Yes, it sets a limit but is primarily for gaming on a laptop. This IMO should never be turned on if your on an actual PC.

I didn't have the load issues, but did have microstutters. While the 58 fps lock eliminated it, after reading other people's issues with VRR on displays similar to mine, I found that setting Vsync to fast also worked to eliminate the stutter when rotating, irrespective of frame rate. Just in case anyone wants to experiment with that. With VSync set to fast, I don't seem to need to impose a fixed refresh rate either. (Though, as someone alluded to, this may be because my display is 120Hz, a multiple of 60.)
