Missing Rebel Shrine, insula striate

I can't find it anywhere on the map. I have liberated all places but the last rebel shrine is missing somehow. Please help.

Hide all icons but the collectibles one and check Umbra, Between Litore Torto and Costa Sud. I had the same issue as you and found the remaining one there. Hope it is as easy as that for you.
