Now, now, there's a difference between "modding" and "hacking." Smash Bros. Brawl has a gigantic modding scene that hasn't affected online play at all, and have gone so far as adding in completely new characters, models, SFX, movesets and all. I think custom content would be a great thing to come to BL. How cool would it be rolling around in the Deuce blasting "Smile, smile, smile!" or playing as a winged Lars in multiplayer?

lol, I dont think Son of Riggnarok understands what modding means - just leave him be, he'll figure it out.
A mod (in relation to this game) can be a simple retexture of the car or a different model for units (e.g. the Lionwhyte Headbangers instead of the Ironheade ones).
I really don't know what exactly your problem with that is.

This. In fact, when I use game mods, it's almost exclusively to make the game more difficult or just prettier to look at. Try it some time.
